9/29/2025 Memo from Business Manager Paul O'Connor

Attention Civil Service Members:

As I mentioned in an interview for an online article published by Work-Bites, we were informed a few weeks ago that the Municipal Labor Committee (MLC) would be voting on a proposal to change medical plans. Local 1 has not been a member of the MLC since 2014, as MLC votes are weighted by membership size. The two largest member unions - DC37 and UFT - represent more than half of NYC’s municipal workforce and hold the power to make decisions unilaterally, without the need to inform other member unions or consider outside input.

The vote is scheduled for the last week of September. As of now, we are awaiting the results.

The proposed plan is being presented as a direct replacement for the current medical coverage. We have reached out to the City’s attorneys to request clarity on several key points:

1. Who will be responsible for communicating any changes to our members
2. When that communication will begin
3. A designated point of contact for follow-up

As more information becomes available, we will share updates promptly.

For any questions, please contact the Civil Service representatives for Local 1.
The Union has been actively working on gathering information.
In closing: If you have questions or concerns, bring them to where the answers are - THE UNION

Attention Members who completed Plumber Exam #3090:

If you are currently on a civil service list, check your email spam folder weekly. NYCHA interview notices are sent via email and often land in spam. They are currently up to #100 on the list for plumber exam #3090.
Also, make sure “full gas” is listed in your DCAS profile. Without it, you won’t be on the preferred certified list and won’t receive a call
